Summary

extend the fixture OpenAI data agent with JSON-based query and mutation tools that honour DataAccessor permissions
clear default AI assistant registrations so only the custom data agent is active in the fixture
document the JSON instruction format and record the change in HISTORY

Testing

npm test (fails: vitest not found in the environment)
