Add the pydantic dependency for compatability with python

Added the correct pydantic-setting version.

Modified the Makefile such that the correct versions will be installed in both the repo venv and pipx, regardless of the previous state of the workato-platform-cli. In other words, after this update, one only need to run make install once and get the correct dependency for both environments

TESTING:
Removed the dependency in pyproject.toml, ran make install, the error message was present
Added the dependency back, ran make install, the error message disappeared
