Updated the link in the implementations page from markdown syntax to an HTML anchor tag to fix rendering within the Astro template.

Updated the link in the implementations page from markdown syntax to an HTML anchor tag to fix rendering within the Astro template.
There was a link on the implementations page that was in markdown and not being rendered correctly. This PR fixes that.
