Re-enables auto-merges for Renovate Bot on all branches.
They were disabled because
(a) email noise --> resolved by https://issues.redhat.com/browse/ROX-31146
(b) no ability to re-run tagged builds --> now possible
(c) commit noise --> we believe that it's not an issue
