This PR adds a link to the official BCFtools online manual (https://samtools.github.io/bcftools/) in the INSTALL file, making it easier for new users to find comprehensive documentation right after the quick start instructions.
As a researcher evaluating bcftools for personalized cancer genomics, I found that having a direct link to the full documentation at the beginning of the installation guide would improve the onboarding experience. The change is minimal and non-breaking.
This contribution is part of a tool evaluation exercise; I hope it can be merged to help other users.
