Custom Prefix

• Added command to set the prefix of a user, /nameprefix
  • The default prefix can be set through configuration value default-prefix or through /ncconfig
• /ncconfig now reloads the config when changing a value
• /ncconfig now resets a value to its default value when given a blank value

• Fixed command autocomplete on 1.17+
