Enhance PID controller documentation and initialization safety

This PR improves the PID controller module by:

1. Adding high-level module documentation describing functionality,
   features, and intended use.
2. Adding a simple pointer check in PIDController_Init to prevent
   invalid memory access and improve safety.

These changes improve readability and robustness without altering
controller behavior.
