Code Review

This pull request enables CoAP-block and CoAP-observe features in the build script and adds a new case study for CoAP-observe. The changes to the build script are correct. The new case study provides a good example of the CoAP observe functionality, simulating a client observing a resource on a server that gets updated over time. I have one suggestion to improve the clarity of the new Python script.

This enables CoAP-block and CoAP-observe by default on all simulated nodes. It allows
using the OT CLI commands for testing these features in simulations. A case study
Python script is added that exercises these commands. A unit test is also added.
