Click 8.3.1 fixes the issues in 8.3.0, so there's no need to keep pinning.
Python 3.9 is EOL, so drop support for it. Add testing for Python 3.14.

Update the minimum Python version to 3.10, and remove the pin on click (since there is a fixed version out now).
