Error 80040216 occurs when Dataverse SQL Server indexes are in "resumable rebuild state," blocking solution imports. This is a platform-level database maintenance issue, not a CoE Starter Kit defect.

Changes

  • TROUBLESHOOTING-UPGRADES.md (+173 lines)

    • Added error 80040216 section with root cause analysis
    • Documented resolution options: wait/retry (1-4 hours), off-peak import, Microsoft Support escalation
    • Added quick error reference table and FAQ entry
    • Clarified this is a temporary platform issue requiring Microsoft Support for persistent cases
  • docs/ISSUE-RESPONSE-80040216.md (+181 lines)

    • Created reusable issue response template
    • Included escalation criteria and support ticket guidance
    • Added responder notes for common follow-up questions
  • docs/issue-response-templates.md

    • Updated template index to reference new error 80040216 template

Resolution Path

1. Wait 1-4 hours for index rebuild completion → retry import
2. If unsuccessful, import during off-peak hours (2-6 AM)
3. If persists >24 hours, escalate to Microsoft Support
   - Product: Power Platform / Dataverse
   - Error code: 80040216
   - Include environment ID, object ID, timestamps

Key clarifications: no data loss, solution file is not corrupted, Microsoft Support can investigate even though CoE Kit is community-supported.
