This PR ports fsspec-based openers from ngtools.
I prefer to port it here rather than add ngtools as a dependency, as ngtools is likely to evolve and therefore not a very stable dependency.
This is a draft for now, I'll implement a converter that uses it in a parallel PR and use it as a test case.
