* Add many languages

Needs further reviewing and adjustments before merging.
* Updated header metadata format
* Removed language tables without any overrides
* Merged changes to Arabic table
* Rename _ethiopic_base to ethiopic_generic
* Remove more no-op tables, + katakana and hiragana (now japanese_*)

I didn't realize that I had added anything for Lepcha with the last group of updated YML files. I've made significant changes to lepcha.yml in the past two weeks. They can wait to go into SS but it the revised YML file can be substituted for what is queued up now, I'd prefer that the most recent YML file be deployed. It's in SS-DEV. There are several others that I am holding for the next update. They are: Bodo (Bengali), Bodo (Devanagari), Lepcha, Limbu, and Santali (Ol chiki). What about the index.yml file? Has that been revised with this update? I made a number of adjustments to it but it's not listed with the other YML files. Otherwise, everything looks okay.
