  1. Created custom targets for doxygen , static analyzer.
  2. Removed doxygen/Doxy file, taken care by cmake/doxygen.cmake .
  3. Removed docs/doxygendocuments/cmd_lib.chm , taken care by docs/doxygendocumnets/html/cmd_lib.chm.
  4. Static Analyzer done through cppcheck lib.
