Implement keyboard shortcut config and synchronization across components

Description

This PR adds a new Shortcuts Modal, allowing users to view and update their keyboard shortcuts through the UI.

• Implemented a new ShortcutsModal component to manage keyboard shortcut configuration.
• Added UI controls to allow users to update their shortcuts interactively.
• Integrated the modal with the existing preferences flow so changes are persisted per user.
• Ensured that shortcut updates are reflected immediately in the application behavior.
