See dependabot/dependabot-core#2196 (comment). The announcement emphasizes that Dependabot does not currently upload lock files, so we won't be able to use its PRs directly. Still, we can copy them, update the lock file, and submit the copy. (Maybe we can even push to the PR branch?) I don't know whether we'd want that as our long-term plan, but it should be worth trying for now, both to test the new Dependabot feature and to pick up some long-deferred updates to the libraries referenced from bazel-common.
