This takes advantage of gap-actions/setup-cygwin
@v2to reduce code duplication, and modernises the workflow slightly (although we can update to using gap-actions/setup-gap@v3in a later pull request).This is some work towards being able to delete the
cygwin-v*branches from thegap-actionsrepositories.
