기존의 DetailView와 CommentView를 CertificateDetailTabContainerView에서 합쳐서 만들었습니다.
무한스크롤은 현재 보여지는 댓글이 현재 페이지의 마지막 댓글이고 마지막 페이지가 아닐 경우에 다음 페이지를 요청하도록 구현했습니다.
더미 데이터와 UI 확인을 위한 메서드는 API 작업하면서 지우도록 하겠습니다.
