Add institutional judge rule overview table per in-round

Hi! This is my first PR so please be nice! This PR adds a new table to quickly review institutional judge rule
compliance round-by-round in preliminary rounds. Almost any tabber in my circuit believes this would be useful to do a quick check every round of which institutions are not complying with the rule in the reality of the people present in the rounds.

¿How does this look?

• It displays one row per judge of every instituion (no judge rule check for mixed or independent teams that need #Team=#Judge compliance).
• It displays one column per preliminary round, and each cell shows numbers for teams/judges for that institution on that rounds' draw. The connection to the info of the draw is important since in my debate circuit there is a bad habit to register a lot of trainees that don't check-in for the round, or check-in but are a no-show in the round.
• It highlights in red cases where judges coverage is below the standard rule (#Teams=#Judges-1).

It's still a bit buggy. It shows a row for every institutional judge instead of every institution period. Also, I intended for this table to be in admin view of Participants but my programming abilities are really lacking, so it worked as a public view table, which shouldn't be bad either. All add a screenshot on how it looked in my local testing:
