How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to http://localhost:5173/bmdashboard/totalconstructionsummary
6. Open the "Risk profiles for projects" section and verify that you can view the bar graph as shown below.
7. Check if you can see all the text clearly in the dark mode.
