Swathi fix for bm dashboard visibility returned late chart

Description

Providing fix for Visibility issues present in “Percent of Tools Returned Late” chart. Implemented Dark Mode functionality for this page.
Fixed error message display and also styling for the error message display.
The api present in this filtering option returns projectId , ToolName and other information based on Date range provided by the user, as these information are required for chart creation.

Main changes explained:

• Edited ReturnedLateChart.jsx file for error message and for styling the page.
• Edited ReturnedLateChart.module.css file for Dark mode CSS changes.

How to test:

1. check into current branch
2. do npm install and 'npm run start' to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to http://localhost:5173/bmdashboard/returned-late-chart
6. Check for Dark Mode.
7. Filtering options working properly with Charts.
8. Check for error messages and compatibility with Dark Mode.
9. Added sample data for filtering option:
   date : 2025-03-02T00:00:00.000+00:00
