Prevent VMs from the same affinity group to occupy all hypervisors in a cluster, or else they won't survive HA or be able to start when capacity is limited.
It's currently doing a static N+1. Instead, we could calculate the number of hypervisors to keep free based on the capacity limit from the settings.
