Summary

  • Limit closed-PR comment scanning to a dynamic window (polling interval or 0 for hook-only) plus a 10s grace.
  • Prevent historic comment re-scans when local state is missing on closed/merged PRs.
  • Update tests to reflect the dynamic cutoff behavior.

Testing

  • ./mvnw test (tests skipped by Surefire in github-pullrequest-plugin)
