Update testing to use newer Ruby versions #57
Description
Tests currently use Ruby - 1.9.3, 2.0, 2.1, 2.2, 2.3 and 2.4 which are all EOL, see https://www.ruby-lang.org/en/downloads/branches/. Update to using 2.7, 3.0 and 3.1
