[Bug]: cannot disable ctrlvpaste accelerator in Windows even if app:ctrlvpaste is false

Current Behavior

Ctrl-v trigger paste even if setting app:ctrlvpaste to false in settings.json.
(I cannot switch to visual-block mode in vim/neovim due to this issue.)

Expected Behavior

Ctrl-v should not be caught by waveterm, it should be passed to application.

Steps To Reproduce

1. Set app:ctrlvpaste to false in settings.json to disable ctrlvpaste accelerator like below

3. Press Ctrl+v in termina
