Regression when initializing a JS file before WASM

I tried to put in a Initialization JS file but it gets downloaded after the WASM file, similar as in issue: #783

I used the JS and a similar index.html file as in the example in examples/initializer.

My version and system are:

• Firefox (In chromium it works?)
• trunk 0.21.14
