Enhancements for plugin system

• Find better way of cache clearing for tests (without using Reflection that breaks encapsulation principles?)
• Enforce checks for example php version?
• Can plugin add commands?
• Plugin support middleware that and intercept request core application routes? (See: Implement Pluggable Architecture for Modular Feature Extensions #49 (comment))
