Gw metrics

For zos to be able to measure and aggregate usage metrics for the each configured gw. The GW need to expose prometheus metrics per configured domain. Would be nice if we also can label it with the config file name associated with this domain since this will contain useful information like the twin id, deployment and workload name that we need anyway for reporting.
