[Bug 🐞]: Failed VPS creation due to missing IP

What happened?

When I create a VPS, there is a common error message that the farmer is missing IPv4 addresses. Farmers with no available addresses should not be in the list.

What did you expect?

Only show me available machines that are able to host my configuration.

I deleted all of these contracts already, but this should be reproduceable.
