Does context.cleanTempDirs need a rename?

This caused some non-trivial trouble recently.

The name might be better something like "cleanFastPath" or "cleanUpAfterSimulation".

Also, as a side note, it appears `context.cleanAllArmiTempDirs` has been unused in ARMI for at least 5 years. We should either hook it up and use it, or delete it.
