Fix tarsnap.sh

[taoeffect]

• It creates a million backups each time it is run because it runs tarsnap for each DIR. Make it run the command only once.
• The silly -L option (Better tarsnap configuration #55)
• It shouldn't run pg_dumpall if it doesn't exist.
• Run something for mariadb
