Mouse up after drag a pin sometimes does not work #2

Susan Brown: I clicked on a dot (not sure whose) in the enh box and tried to move it into public. It turned white and moved up with my cursor (but at some distance from it) but I couldn't leave it in the box: it wouldn't drop and just stayed with my cursor. I couldn't put in back in the enh box either and it just moved around the board in sync with my cursor. You can't see my cursor in the attached screenshot but you can see the bubble off to the left above the pilot queue box. It's not stuck there: when I go back into the browser it starts moving with my cursor again. When I reloaded the page and tried it again I was able to move all the bubbles in enh into public successfully so I wasn't able to replicate the problem.
