should \usemodule and \usestructure be inherited in multilingual modules via `sig=en`?

Now that I am using more and more \usemodule in (English) SMGloM modules I find it a bit annoying that even though sig=en induces the right \importmodule in the German module, but I have to repeat the \usemodule and \usestructure declarations.

Of course I understand the construction, but I wonder whether something could be done to make the practice more convenient for translations.

\usemodule is local to the current tex group; it has no relation to a containing module or any other "semantic" environment, and "loading sig" is the exact same mechanisms as loading any other dependency. The answer to "could \usemodule and \usestructure be inherited" is therefore no.
I would also argue that they should not. Everything that happens "automatically" is something that is out of the author's control. Copy-pasting usemodules and usestructures between natural language translations is cheap, easy, optional and explicit; it gives you a choice to copy all, some, or none of the original usemodules - and since "usemodule" (unlike importmodule) signals that it should not be inherited or needed downstream, I do expect that there can be different usemodules in different languages.

A case could be made though that this is exactly what \requiremodule is/was for, and may therefore be the behaviour expected of it (Needs Design, Needs Deliberation, Is Going To Get Ugly Implementation Wise Because Of The Same Reasons As Above), should we resurrect that. Given that the idea behind requiremodule was "The dependency is needed to specify ""formal"" definientia/types/implementation details, but should not be exported further", which translates to "behaves like an import in omdoc, and like a usemodule in tex", chances are some usemodule-that-should-be-inherited-across-languages should be inherited precisely because it is actually needed for (informal) definientia/types/implementation details, and is hence actually a \requiremodule
