Add a limit order tool

Summary

As part of our push for more background / automated tools, we want to create a tool that utilises a third party service to create limit orders.

General requirements for long running tools

• Agent has knowledge about which ones are in place and you can ask about it
• Activity panel should show the order and have a link to check on it
• When orders are kicked off, agent should provide some kind of link to check on it
