EPA staging cluster unable to reach CCTE API and speciation workflow issues

CTS on qed.qed-stage.aws.epa.gov is returning the error, "Network is unreachable," when making a request to CCTE's API, e.g., https://api-ccte.epa.gov/chemical/search/equal/aspirin

Local testing of CTS is able to make requests to the CCTE API as well as qed.qed-prod.aws.epa.gov, which is a bit odd.
