Refcount elimination and redundant push/pops pass needs fixing to work together #143723

Proposal:
Refcount elimination inserts a _INSERT_X operation.
This isn't recognised by the push/pop removal pass in remove_unneeded_uops.
Fix by me eventually (TM).
Has this already been discussed elsewhere?
