Document feed handling logic

My blog used to be aggregated on Planet Plone and I just changed blogging platforms so I wanted to be sure I didn't flood it. I see my feed is no longer aggregated there, but I may do some blogging about Plone going forward so so I have the same concern there, I don't want to flood Planet Plone if I re-add my feed. I imagine this is a common concern.

I think the feed handling logic should be documented somewhere so that prospective Planet Plone participants can make sure they don't flood, or otherwise get undesirable outcome. I looked for docs in various places, including here in the ./docs/ directory, but couldn't find anything.

I read the Dockerfile and found the Venus docs but they don't address this either.
