Add change-request review workflow

Problem

Even if users can propose edits, there’s no clear workflow for the article owner to review and decide what happens to those changes (approve/reject/merge).

Solution

Add a review flow where the owner can approve (changes are merged into the original article) or reject (request is closed). Approved requests should clearly show they were merged.
