Creating a new tag with Enter

Is your feature request related to a problem? Please describe.
When I create a new tag, I'm starting off in the "Manage tags" modal, in the input field "Search or create tag", after entering a tag name that does not exist yet, there is only the option to create a new tag, but pressing the Enter key on my keyboard doesn't do anything, I always have to use the mouse to click on "Create new tag" or have to tab there.

Describe the solution you'd like
After entering a new tag name and pressing Enter, a new tag should be created when none was found. If one was found, it should be toggled. Basically it should always select the first option that is displayed after the search input.
