Summary

Jobs not signaled properly when ofelia terminates; new jobs started during shutdown.

• Investigate graceful shutdown

Reclassified as feature request

This is a request for improved graceful shutdown behavior:

1. Forward SIGTERM to running jobs
2. Stop scheduling new jobs during shutdown
3. Allow jobs to perform cleanup before termination

Not a bug - the current behavior (wait for jobs, then exit) is working as designed. This is an enhancement request for better signal handling.
