advise to use local incident map if internet connection is slow

If incident map or debrief map url starts with sartopo.com, check the connection speed (probably a few pings) and advise the user to use a local CTD map instead.

If locally hosted map with same map ID exists, that means it is being synced or has been synced at some time in the past. So, if the user wants to start an internet incident map or debrief map, check to see if the same map ID exists locally, and if so, prompt the user to use the local one instead (but still let the user select the internet one if needed). This is regardless of the connection speed check, and should be checked first. Even if connection speed is good, and even if no locally hosted map exists yet, it's a good idea to start a locally hosted map (and start it syncing) now.
