Is it possible to add command allow keyboard shortcuts?

Is there anyway to add the "_execute_browser_action" command in the manifest.json file? It's a simple change that will allow users to define command to open the popup window.

I've never asked a question in GitHub so I apologize if this is the incorrect way to do so.
