Issue with GEOdata from 3.9 era?

It seems that i have some issues with Geodata from 3.9. Have things changed in 5? Not compatible with 3.9 data?

For example in ALL themes i tried, in item post, doesn't seem to work ok. The drop down, the defaults? Arizona why? Arizona is not the 1st State.

Even with Bender it is the same:

Shouldn't that be Select A Region? Why defaults to that?
