NetBlame plugin and PTIX format

WPA team introduced a new format for plugins - see What are Windows Performance Analyzer Plugins?
Are there any reasons to package NetBlame plugin using the new schema?

Yeah, I wondered about that. Since it needs to be "installed" and not just referenced via -addsearchdir (?), I'm not sure how that would work programmatically.
