Chrome: race condition in initialization

I observe a condition where the Chrome extension in Windows 7 does not show an activated icon on a page with downloadable content.

To recreate, restart Chrome. Then, open a new tab to a URL with downloadable content by using Window-R.  The download-multi icon will not display until you switch away from that tab or the Chrome window.
