Injection HL-IOC could check Orbit Interlock status when going above 10mA

In order to help us avoid situations where the Orbit Interlock is accidentally disabled, the injection IOC could by default require that it be enabled when injecting above, for example, 10mA. A bypass PV could be made available for the situations where it is indeed desired to operate without orbit interlock, but the proper warnings and alarms should be added for this situation (and maybe the PV permission could even expire after, say, 8h?).
