Crates.io release for wgpu 28 support

Currently, main branch has been updated to wgpu 28, but the latest version on crates.io is still stuck on an older version.

Since crates.io does not allow publishing packages with git dependencies, I'm currently blocked from releasing my GUI library which depends on Vello.

Are there any remaining blockers for a new crates.io release? Happy to help with testing if needed.
