Disabling serial port on qc8775

Need the ability to disable the serial port on qc8775 since it negatively impacts boot time with it enabled.

Using the existing QC scripts inside the maintenance VM does not work, looks like it is disabling it inside the VM and not on the host machine itself. When I shutdown the VM, the serial log is unaffected using j serial command.
