RFSD companion paper writes:
Financial firms are defined following the CBR’s Registers of Professional Participants of Financial Market supplemented with the list of credit, insurance institutions and investment, private pension funds from the Register of Firms on Financial Market.
This approach may miss some financial companies, i.e. we may incorrectly classify them as non-financial and therefore eligible to report, if they are not on the central bank registers.
