Docker container with GraphNeT pre-installed

Description
Current experiment pipelines would benefit from a ready-to-use container image with GraphNeT pre-installed. The previous Docker workflow is deprecated. A maintained container will ease deployment and standardize environments.

Acceptance Criteria

• New Docker image workflow developed
• Container includes GraphNeT and dependencies
• Documentation provided for usage
