Move sawtooth_model_test reference values to test_utils/references.json #1762
Description
Currently changes that affect the sawtooth model (e.g. #1489) require manually editing the references stored in the test file, rather than regenerating with the regenerate_torax_refs.py script.
If this is intentional (eg to make sure changes are sanity checked) then do close this issue :) Otherwise, it would be handy to make this automatable.
